WITH THE GOAL TO CREATE A BALANCE OF POWER BY TALKING. THE NEGOCIATIONS LASTING FOR OVER 18 MONTHS AND THEY WERE VERY TOUGH BUT THEY MANAGE TO CREATE A PLEASANT ATMOSPHERE TO REACH AGREEMENTS. FINALLY AND MORE IMPORTANTLY, THE DIFFENT COUNTRIES THAT WERE NEGOCIATING, CREATED A NEW MODEL TO SOLVE...
